The One Big Beautiful Bill Act (OBBBA) is the most consequential clean energy law in a generation. Signed into law on July 4, 2025, and followed by a sweeping Executive Order on July 7, it rewrites the rules for who qualifies for federal clean energy tax credits — and who doesn’t.
The law targets supply chains linked to Foreign Entities of Concern (FEOCs) — especially Chinese-owned companies — and imposes strict new standards around equipment sourcing, ownership, and project timelines. It also tightens the “commence construction” rules and alters how projects qualify for the Investment Tax Credit (ITC) and Production Tax Credit (PTC).
